Sexual Assault On Minor Girl, Elderly Woman: DCW’s Notices To Police

On Saturday, the Delhi Commission for Women (DCW) issued a notice to the Rohini deputy commissioner of police, seeking information from the police over the action taken in connection with the alleged sexual assault of a six-year-old girl on a private school bus.

The commission has sought a copy of the FIR registered in the matter, in the notice dated September 1; it also asked for reasons, if any, in delay in the registration of the FIR.

The Delhi Commission for Women (DCW) also wants to know if the accused in the case was arrested or apprehended and whether any FIR was registered against the principal, vice principal, chairman, school manager and other school authorities under the Protection of Children from Sexual Offences (POCSO) Act, for allegedly revealing the identity of the child and not reporting the matter.

The letter to the Deputy Commissioner of Police of Rohini district read, “The Commission has been informed that the child studies in a private school in Begumpur area of Delhi. The mother of the girl has informed that on August 23, when her daughter’s school bus dropped her daughter at her society’s gate, she found that her daughter’s bag was wet due to urine. She has alleged that on enquiry, the girl informed that a student studying in a senior class has been molesting the girl in the school bus.”

Delhi Commission for Women (DCW) chief Swati Maliwal, in a post in Hindi on ‘X’ wrote, “A six-year-old girl was sexually assaulted by a senior boy on a private school bus in Delhi. The girl’s mother told us that the school was pressuring her to withdraw the complaint. Notice has been given to Delhi Police in the matter. Strict action should be taken against the school too!”

Meanwhile, in another shocking case of sexual violence against women, this time in Delhi’s Shakurpur area, an elderly woman was sexually assaulted. The Delhi Commission for Women (DCW) on Friday issued a notice to the city police in connection with the alleged rape of the 85-year-old victim, who was staying alone in a slum; she alleged that a man barged into her living area around 4 am on Friday and raped her, the panel said.

The accused is also reported to have allegedly punched and tried to strangulate the elderly victim. The DCW panel, in its notice to the Deputy Commissioner of Police (Northwest) district, said, “She has also informed that the accused punched her face, cut her lip with a blade and tried to strangulate her. There are injuries all over her body and private parts as well.”

The Delhi Commission for Women (DCW) panel has sought an action taken report on the matter by September 5. It has also asked for a copy of the FIR registered in the matter. Additionally, it also wants to know whether the police has a list of all the elderly people living alone in the district.

The Delhi Commission for Women is constituted with the aim to investigate and examine all matters relating to the safeguards provided for women under the Constitution and other laws. The Commission functions in the manner of a Civil Court and strives to ensure aims envisaged in the Act through its various programmes like Sahyogini, Mahila Panchayats, Rape Crisis Cell, Mobile Help Line and Pre-Marital Counselling Cell are met.
